分級轉診制 不夠完善
急救醫學會會長、台大醫院急診科主任方振中說，全國每年急診人次高達700萬人次。人們更喜歡去醫療中心。這不僅是近幾年的事，而且醫療保健多年來一直在推廣。目前還沒有完善的分級轉診制度，致使醫療中心突發事件的發生一直沒有得到解決。

而冬季流感潮即將完結，惟6個月至12歲或以下群組，四價流感疫苗的接種率僅約2成多。成大醫院上個月出現了緊急停機現象，醫院原本估計是一種帶現象，到目前為止並沒有預料到改善。醫院方與與去年同期相比，發現患者人數沒有增加，但在急診室的住院時間卻有所增加。
賠錢病人 被丟大醫院
急診醫生分析了長期滯留的原因。一是病房擁擠，二是病情嚴重。人們懷疑，DRG醫療保險制度得到了擴大(同樣的疾病得到了支付)，導致許多病情複雜和困難的病人被大型醫院“損失”。急救箱，緊急填充物。
一位外科醫生說，醫生知道DRG的影響，損失了錢的病人被扔進了醫療中心，轉移的醫院不清楚，病人也不清楚，但醫生知道。醫療費用不會提高，未來的醫療中心緊急擁堵可能變得更加普遍，“急診醫生更難找到”。
針對這些疑慮，健康保險總監李伯璋回應於四月份開始推行分級轉診，並需要一些時間來改變人們的醫療習慣。對於低繳費率的緊急醫療保險，繳費點數已經調整了三次，但有時即使總額不變，也會使浮點數值相對降低，乘法後不會有太大的變化。
